There are many things we cannot control and the outcome of your goals is one of them. Now, I am not saying you can’t influence the end result, you just can’t force it with complete control.
That said, there are things you can control. Those are “performance babysteps” that I would define as actions that you can complete totally on your own. While you can’t force an employer to hire you, you can create (as an example) a solid, clear, and relevant resume.
